
- American Cleaning Institute Addresses Trump Administration’s DOGE Initiative
The American Cleaning Institute (ACI) supports actions taken by the Trump Administration to reevaluate regulations that have become overburdensome to the cleaning products industry and companies’ “ability to compete globally,” wrote ACI in comments to the Office of Management and Budget (OMB).
ACI’s submission was in response to an Executive Order on the implementation of the President’s “Department of Government Efficiency” Deregulatory Initiative.
Much of ACI’s feedback focuses on the U.S. Environmental Protection Agency (EPA)’s Toxic Substances Control Act (TSCA) and EPA’s overly conservative approach to regulating new and existing chemicals in recent years.
“ACI believes that it is possible for the U.S. to simultaneously usher in economic prosperity and protect human health and the environment,” wrote Darius Stanton, ACI Director, Regulatory Science. “Balanced regulations enable regulators and industry to work together to identify new solutions to address the public health and environmental challenges we face.
“Regulatory improvements for TSCA implementation under the Office of Chemical Safety and Pollution Prevention (OCSPP) can foster a more practical and pro-growth approach to protecting the health of humans and the environment.”
Among the key points raised in ACI’s comments to OMB:
- 1,4-Dioxane (1,4-DX): ACI recommends that before EPA proceeds with issuing a proposed risk management rule for the manufacturing byproduct 1,4-DX, the agency should address its scientific and legal obligations by updating its framework analysis of the carcinogenic mode of action for 1,4-DX after EPA completes a systematic review that complies with the quality standards in EPA’s Information Quality Act guidelines and TSCA scientific standards.
- New Chemicals: ACI requests OMB to ensure EPA meets its statutorily required 90-day deadline to ensure new chemistries are brought to the market to help spur innovation and manufacturing in the U.S.
- Integrated Risk Information System (IRIS): ACI urges OMB to address problems with the IRIS program, including:
- Prohibiting the use of IRIS assessments to develop, finalize, or issue a rule or regulation;
- Disbanding the IRIS program and returning risk assessment responsibilities to program offices;
- Being responsive to Information Quality Act requests for correction for recent IRIS assessments; and
- Appointing and empowering a Science Advisor reporting to the EPA Administrator and with authority for streamlining duplicative risk assessment activities.
“ACI, along with ACI’s membership, will continue to partner with the EPA and other state and federal agencies to balance EPA’s regulatory framework to support the cleaning products industry’s ability to advance new innovation and sustainability in our products for American consumers,” added ACI’s Darius Stanton.
