Douglas M. Troutman

Douglas Troutman is General Counsel, Corporate Secretary and Vice President, Government Affairs at The American Cleaning Institute® (ACI). Mr. Troutman serves as a legal professional for the Institute, and also advocates on chemical management, product safety, environmental and energy policy issues important to the cleaning products industry.

Mr. Troutman joined ACI (then the Soap and Detergent Association) in 2007 as Director of Government Affairs. He came from Underwriters Laboratories (UL) Inc.’s Washington, D.C. office, where he was Senior Manager, Legislative Affairs. He previously worked as Senior Manager, Government Relations, at the National Electrical Manufacturers Association (NEMA) in Arlington, Virginia. Mr. Troutman was a legislative aide to U.S. Senator Arlen Specter from 1992 to 1996. He later worked as Associate Vice President at Newmyer Associates in Arlington, Virginia and as a summer law clerk to the Delaware County (Pennsylvania) District Attorney.

Mr. Troutman earned his J.D. from the Villanova University School of Law, and his B.A. in International Affairs and Russian studies from The George Washington University in Washington, D.C. He is admitted to practice in the District of Columbia and New Jersey.
